Mobile network operators are evolving from voice, to data, to video providers. Video now represents over 50% of mobile traffic with a year-over-year growth rate of over 50%.

Revenues are shifting from traditional service providers to OTT providers, and while traffic and costs increase, mobile network operators see themselves excluded from fully profiting from the video value chain.

Because of customer penetration and the launch of 4G, MNO revenue and profit growth strategies are shifting from customer acquisition to retention and service differentiation.

Due to the growing consumption of video, subscribers are increasingly selecting their service and content providers based on their video experience, meaning that providers are having to investment to meet subscriber demand without being able to recoup these investments through the current revenue structure and pricing models.

A profitable video service will necessitate control and management of video through Quality of Experience (QoE). As QoE becomes the Key Performance Indicator of mobile networks, MNOs must not only observe, but manage it actively.

There is currently no industry-accepted QoE measure in mobile video. Most video QoE tools exist to monitor broadcast networks and professional video applications, but they do not accurately reflect the unique challenges of mobile OTT video delivery. The existing technologies for delivering video traffic revolve around discriminating and measuring packets, their speed and size, but provide little or any understanding of QoE.
